Improvement of China's Reporting Reward System on Food Safety Referring to Western Whistleblower Protection Act

  • China's food safety supervision system is mainly operated by the governmental authorities, which is maturely powerful, but high-cost, poor efficiency, and weak in grass roots management. Except the governmental supervision, the current reporting reward system acts as the supplement of the supervision system, but experiences difficulty in implementation due to specific domestic conditions. Western countries have made much progress by adopting the whistleblower protection program. Using the successful mode of western countries for reference, the China's reporting reward system should establish independent institutions of food safety supervision that connect whistleblowers and the entities being whistleblowed, and should modify the whistleblower system to adapt China's unique conditions, so as to perfect the supervision of food safety and guarantee the legitimate rights and interests of citizens.
