Policy Surroundings Analysis of Preventive Hygienic Evaluation and Supervision on Public Place Construction Projects

The present paper aims to analyze the policy surroundings of hygienic evaluation and supervision on public place construction projects. A full-text search is conducted using the CNKI Law and Regulations Library Search Engine. The search results show that China has definite legal provisions on the hygienic evaluation and supervision of central air conditioning and ventilation systems to be installed in public places; however, few involves preventive hygienic evaluation at law, regulation, and rule levels. Only two local regulations of Guangdong Province and Shandong Province have stipulated the types of public place construction projects that require hygienic evaluation. In order to restrict the discretionary power of reviewers in administrative law execution departments, it is suggested that hygienic evaluation should be conducted in large-scale projects in public places with reference to the regulatory documents by Shandong and Guangdong provinces. On the other hand, it is urgent to set up a scientific system of public hygienic evaluation guidelines.
