Investigation on Human Resources of Occupational Health Service in Institutions for Diseases Control and Prevention in Shandong Province

    目的 了解山东省疾病预防控制机构职业卫生服务人力资源现状及存在的问题, 为加强职业卫生服务人才队伍建设提供科学依据。

    方法 采用问卷调查方法收集资料, 并对资料进行描述性统计分析。

    结果 评价、查体医师中男性分别占 62.0%和 69.7%, 实验室检测人员中女性占 62.5%。评价、查体、检测三类人员的年龄分布以 30~、40~年龄段为主, 该两年龄段人数占总人数的 64.2%。学历构成以专科、本科分别为 51.2%及 28.9%, 两者占总人数的 80.1%。职称构成以初、中级为主, 两者占总人数的 75.6%。46%的职业卫生服务人员没有个人资质证书, 63.5%的人员由其他专业转变而来。在性别构成、从事职业卫生专业年限方面, 三类人员之间存在显著性差异。

    结论 目前山东省职业卫生服务机构的人力资源整体素质低, 表现在专业人员学历层次低、职称层次低、存在人才年龄断层现象、工作变换率高、拥有从业资质证书的人员少等方面。职业卫生服务机构应加强人才的引进与培养, 提高职业卫生服务人员工作能力。

     

    Abstract:
    Objective To find out the current situation and problems associated with human resources of occupational health service(OHS)in institutions for diseases control and prevention in Shandong province, and to set scientific foundations to strengthen the talented person team construction of OHS.

    Methods Data which collected by questionnaire survey method were analyzed by descriptive statistical method in this study.

    Results Among the OHS personnel, 62.0% of hygienic assessment physicians and 69.7% of health examination physicians were males, 62.5% analyst personnel in laboratory were females. 30-and 40-age brackets accounted for 64.2% of the three kinds of personnel. Of OHS personnel, 80.1% had junior college or undergraduate diploma, and 75.6% of them had primary and intermediate professional title. The proportion of OHS personnel who had no personal qualification certificate was 46%. The proportion of personnel transferred from other professional fields was 63.5%. Between the three kinds of personnel, there were significant difference on the aspects of sex composition and working years on OHS.

    Conclusion The overall quality of human resources of occupational health service institutions in Shandong Province is rather low at present time. It shows as follows:the relatively low level of educational history and academic title, age fault phenomenon among talented persons, high work transformation rate, and less staff having qualification certificate on OHS. In order to improve the service ability of human resources of OHS, it is essential for the service institutions to strengthen talented person production and cultivation.
