Abstract:
Objective To establish a practical index system for internal audit on complaints and reports about official health inspection.
Methods Proposed indicators of auditing health supervision complaints and reports handling were subject to two rounds of consultations with 25 experts with varied expertise by Delphi Method to collect experts' suggestions and comments on the index system.
Results The response rates of the two rounds of consultations were both 100%, the average authority coefficients were 0.71 and 0.72, and the Kendall's coordination coefficients were 0.256 (χ2=179.16, P<0.01) and 0.410 (χ2=256.10, P<0.01), respectively. Six first-class and twenty second-class indicators were finally identified.
Conclusion The experts are highly motivated, authoritative, and coordinative. The index system constructed by Delphi method is expected to provide a basis for conducting internal audit on handling health inspection related complaints and reports.
