Progress on safety, health, and atmospheric environment protection zones in hazardous chemicals manufacturing enterprises

Abstract
This article introduced the definitions and distinctions of health protection zone, atmospheric environment protection zone, and external safety protection distance, laid stress on the confusing nature of these three types of protection zones and their importance in the relocation and construction of hazardous chemicals manufacturing enterprises, and summarized the definition evolution, current research and management, and future development of the three types of protection zones. Despite the many differences in the premise of establishment and main control objects, these three types of protection zones shared common features in key management measures. For this reason, it is recommended to stick to problem-oriented guidance, improve the authority, scientificity, coordination, and operability of the legislation and standardization of the three types of protection zones; besides, the government should implement industrial layout plans rigidly, relevant enterprises should adhere to essential safety and clean production, and evaluation parties should standardize evaluation process strictly, aiming to effectively safeguard the safety and health of the population.
